Scannel #600 LLC proposed constructing and operating a five-story, 652,060-square-foot e-commerce logistics facility in the Town of Wawayanda, New York. Planned for 24-hour operation, the facility included truck and loading activities, extensive rooftop mechanical equipment, and an electrical substation.
EA Engineering, Science, and Technology, Inc., PBC engaged Apex Acoustics to assess potential community noise impacts, evaluate alternative site configurations, and identify appropriate mitigation measures.
The facility’s scale and continuous operation required evaluating noise from trucks, loading activities, rooftop equipment, and substation equipment at nearby residences and along the project property line. The 6:00–7:00 a.m. period was particularly important because peak facility activity coincided with nighttime noise criteria.
Apex developed a comprehensive three-dimensional CadnaA sound model of the project and surrounding area.
The assessment evaluated 30 residential receptor locations and 16 property-line locations, accounting for more than 100 rooftop HVAC units and exhaust fans, truck movements, loading activities, vehicle traffic, and other stationary sources.
Apex modeled eight operational scenarios covering the proposed and rotated warehouse configurations across different operating periods. The analysis also evaluated potential mitigation measures, including sound barriers, gate-related controls, and operational strategies.

The assessment predicted no significant adverse noise impacts at residential receptors with the identified mitigation measures in place.
Rotating the warehouse reduced predicted stationary-source sound levels at residences south of U.S. Route 6 by approximately 5–10 dB, demonstrating the benefit of using the building to shield nearby residences from noise.
During the 6:00–7:00 a.m. peak period, predicted sound levels at two property-line locations exceeded the Town’s 50 dBA nighttime limit by approximately 2–3 dB, although they remained below the documented existing ambient level of approximately 61 dBA.
The assessment provided a technical basis for selecting the site configuration and appropriate mitigation measures.
